Football Victoria (FV) is the governing body for football in Victoria.
We are recognised as the organisation responsible for the administration, promotion and delivery of football and futsal (indoor football) in the state by both the State and Federal Governments, as well as Football Australia (FA).
Our funding derives from membership and club affiliation fees, government grants and corporate sponsorship.
Through the national body's affiliation with FIFA (Federation of International Football Associations), we look after everything football in Victoria including:
- Semi-professional ranks;
- Amateurs;
- Youth;
- Referees;
- Coaches;
- Officials;
- Volunteers.

FV are a not-for-profit sporting organisation run by a Board of Directors. We reinvest any money generated by the game in a financially prudent manner, prioritising in providing more coaching, education, facilities, support and participation opportunities to the community and our partners back to where it is needed most.
We currently employ over 80 staff to deliver on the FV Strategic Plan (“Our Football”) and administration of weekly football matches, producing annual football fixtures and appropriate rules of competition. Referees are also appointed to these matches to facilitate a safer and more enjoyable participation experience.
We also deliver education programs and resources to talented players, coaches, referees, and club volunteers while promoting the game through various channels, keeping our members informed regularly through a dedicated communications program.

PRIMARY PURPOSE OF POSITION
The primary purpose of the Referee Appointments Coordinator is to administer the referee and assistant referee appointments to FV’s community level football matches.
RESPONSIBILITIES
Referee Appointments
- Coordinate metropolitan senior competition referee and assistant referee appointments for Men's State League 3 -7, Women’s State League, NPL Men U19’s and Men's Metropolitan and Masters competitions.
- Coordinate the assistant referee appointments of the NPL Men U23’s competition.
- Organise the appointment of referees for ad-hoc friendly matches, casual bookings including schools, social, community events and tournaments organised by FV and other approved organisations.
- Manage the invoicing process for ad-hoc payments to match officials for various reasons including match fees, travel expenses and administration fees where required.
- Assist clubs with queries via phone and email regarding referee's availability and appointments.
- Ensure referee appointments align with the relevant pathways to support the development of referees and assistant referees.
- Maintain and update an appointment panel structure that supports the appointments process to competitions.
- Liaise with FV Competitions Department on current coverage levels, fixture changes and upcoming high-risk fixtures.
- Other ad-hoc administrative support as required at peak periods.
Team and Workflow Management
- Ensure the Referees Operations and Appointments Manager is kept fully informed of all appointments matters and decisions.
- Liaise with local training centre staff to ensure all matters and feedback is considered.
- Work with Referees Department staff on administrative and operational matters as required.
KEY PERFORMANCE INDICATORS
- Referee and Assistant Referee coverage to FV’s community competitions
- Retention of existing and newly qualified match officials
- Coverage of Referee Mentors on newly qualified referee matches
- Transition of Match Officials through FV’s Referee Development Pathway
SELECTION CRITERIA
- Valid Working with Children Check
- General knowledge of the world game of football, with strong interest in the Laws of the Game and the role of the Referee.
- Specific knowledge of the game of football in Victoria, including FV’s metropolitan competition structure
- Highly polished customer service skills
- Strong administrative and interpersonal skills
- Demonstrated excellent data entry skills
- Excellent verbal and written communication skills
- Demonstrated administrative and organisations skills and proficiency with computer skills in MS packages
- Maturity and experience dealing with a wide cross-section of the community
- Ability to work independently and within a team environment
