As a member of the Community Rugby department and reporting to the Competitions Manager at Rugby Australia, the Competition Manager, Developing States is responsible for supporting rugby communities in the Northern Territory, Tasmania, South Australia and Victoria through the effective administration and management of local competitions and events.
This role will primarily manage seasonal competitions and events in the Developing States of Northern Territory, Tasmania, South Australia and Victoria, undertaking essential administrative functions and contributing to the delivery of national and local strategic initiatives to grow participation and promote player safety and welfare. The role will also support the Rugby Australia Game Development team on major strategic goals and national competitions functions.
Key Accountabilities
Competition Management
Lead the planning, administration and delivery of competitions and events for the Northern Territory, Tasmania, South Australia, and Victoria Rugby Unions which includes, but is not limited to:
Consult and prepare competition draws and schedules
Consult and prepare competition rules, policies and procedures
Manage weekly match reporting and compliance with competition rules
Analyse and provide insights about registration data and competition management trends
Oversee the management of integrity cases with support from the Integrity Officer (where available)
Oversee player dispensation processes including final dispensation decision reviews
Overall, serve as the primary point of contact for all Northern Territory, Tasmania, South Australia and Victoria competition enquiries
Oversee education and ensure compliance with all relevant Rugby Australia policies and procedures, with a strong emphasis on player safety and welfare including adherence to the Safety Policy, Participation Policy, Concussion Management Procedure and dispensation protocols
Oversee education and ensure compliance with national integrity policies, including the Code of Conduct and Child and Young Persons Safeguarding policy
Oversee education and ensure compliance with World Rugby Law and Regulations
Oversee the effective use of Rugby Xplorer within Northern Territory, Tasmania, South Australia and Victoria competitions and events, providing technical guidance and customer support as needed
Events
Consider and approve/decline all event requests (via Rugby Xplorer)
Support Event Managers with the development of quality governance for their event (e.g. event/tournament rules, safety protocols, draw/scheduling, MO appointment, appropriate use of Rugby Xplorer, etc.)
For major events run by the Northern Territory, Tasmania, South Australia and Victoria Rugby Unions, provide hands-on tournament management support throughout the event (e.g. Grand Finals amd Hottest 7s)
General
Collaborate with regional stakeholders including clubs, match official association, volunteers and community partners, to ensure that competitions run smoothly and to foster strong, positive relationships across the rugby community
Work in partnership with General Managers and other key personnel within the Northern Territory, Tasmania, South Australia and Victoria Rugby Unions to support the delivery of strategic initiatives aligned with club and competition growth
Rugby Australia
Support the National Competition Manager as required, including, but not limited to:
International tour approvals (inbound and outbound)
Domestic tour approvals (inbound and outbound)
International player clearances (inbound and outbound)
LMS (eTrainU) approval of First Aid certification (qualification quality assurance)
Possess a detailed knowledge of key policies and procedures including:
Rugby Australia’s Safety and Participation Policies (including the Dispensation Procedures within the Participation Policy)
Possess a reasonable knowledge of Rugby Australia Integrity policies including Disciplinary Rules, Code of Conduct, Child & Young Persons Safeguarding, and the Three Strike Policy
Coordinate with Rugby Australia Community Rugby staff to help strengthen the capability and capacity of clubs in Northern Territory, Tasmania, South Australia, and Victoria
Coordinate with Rugby Australia Community support departments, such as Integrity and Medical, to support the development and refinement of Integrity, Medical and player welfare policies and procedures
Generate and analyse reports using data from Rugby Xplorer to assess competition health and inform strategies to increase the number of registered players, coaches, match officials and volunteers
Engage with school-based competition groups, where relevant, to support alignment with Rugby Australia’s policies and procedures
Contribute to research and special projects led by the Community Rugby department that focus on enhancing player safety and growing participation in community rugby
Contribute to the Rugby Australia strategy, particularly the strategic goals of the Community Rugby department and Game Development team
Support major national community rugby tournaments (e.g. ASJRU, ARS)
Working knowledge and experience in community sport
Working knowledge of Community Rugby policies, procedures and expectations

Previous experience and proficiency using Rugby Xplorer, Salesforce to manage customer relationships and sales, Microsoft including Word, Excel, Forms and PowerPoint, Learning Management Systems and data analytics tolls (e.g. Tableau)
Disciplined budget management experience
Experience
Experience in sport and competition management with a preference for rugby union, particularly at the grassroots level
Previous position held in junior/local sporting organisation
Previous volunteer experience in sport
Qualification Requirements
Appropriate tertiary degree or relevant experience (e.g. sport management/sport development)
